Thank you for your request of 12 May 2026 to Kāinga Ora – Homes and Communities for the 
following information: 
 
…the number of Kāinga Ora social housing complexes across New Zealand that contain 
more than ten occupied units within a single complex or site. 
 
In addition, I would be interested to know how many of these larger housing complexes 
currently have an Automated External Defibril ator (AED) available onsite for residents and 
visitors in the event of a cardiac emergency. 
 
Kāinga Ora currently manages 657 housing complexes that contain 10 or more occupied units. 
 
Kāinga Ora does not generally provide AEDs at its complexes except in some specific locations, 
such as the Te Matawai complex in Central Auckland. This 276-unit complex houses a diverse 
range of tenants, including a number of people who need a higher level of support to live well in 
their homes. 
 
However, Kāinga Ora does not centrally record the number of complexes that have an AED on-
site. This would require an investigation into property files for each complex in Kāinga Ora’s 
portfolio, which would take a considerable amount of time to undertake. Therefore, this part of your 
request is declined under section 18(f) of the Act, “that the information requested cannot be made 
available without substantial collation or research”.
