Official Information Act 1982 request
Thank you for your request on Friday 8 May 2026 to Education New Zealand Manapou ki te
Ao (ENZ) under the Official Information Act 1982 (OIA). You requested:
Under the Official Information Act, I wish to request details on ENZ's process for publishing
responses to OIAs on their website (whether this is required by the organisation or expected
of them), and the reason for this if it has not occurred.
ENZ’s process for publishing responses to OIA requests is outlined in Appendix A. As I stated
in my previous letter, it is our policy to proactively release our responses to OIA requests,
where possible.
As of today’s date, we have OIA requests published on our website up until the 26 June 2025
and currently have a backlog of ten OIA requests that were granted and are waiting to be
reviewed and uploaded. The reason for this current backlog has been a combination of
competing priorities and limited capacity in my team to prepare documents for publication.
With a full team now in place, we are aiming to be up to date on the publication of all recent
OIA requests, including this one, by the end of this financial year.
You have the right to seek an investigation and review of this decision by the Ombudsman
under section 28 (3) of the OIA. Information about how to make a complaint is available at
www.ombudsman.parliament.nz.

Appendix One
ENZ’s process for responding to Agency OIA requests
i.
Log the OIA request
ii.
Commission the response to the OIA to the appropriate subject matter experts
within ENZ
iii.
Acknowledge OIA request to the requestor using OIA templates
iv.
Inform the Minister’s Office about the request
v.
Collate information, draft and review response
vi.
Prepare the document set (proposed response letter, proposed material for
release) and seek approval and undertake consultation with relevant agencies, if
needed.
vii.
Once approved within ENZ, the document set is sent to the Minister’s Office as
per the ‘no surprises’ principle.
vii .
Send out the finalised response to the requestor.
ix.
In line with Ombudsman guidance, ENZ proactively releases our OIA responses
on our external website shortly after the response is sent to the requester. The
requester is advised of this in our correspondence and advised to contact ENZ if
they have concerns with this. Government Relations and Comms work together to
publish a proactive release document set. There is an OIA proactive release
folder in the OIA Sharepoint folder used by Government Relations.
