Thank you for your email of 1 May 2026 to Te Kaunihera o Pōneke | Wel ington City Council (the
Council) requesting information regarding Toi Pōneke Residencies
. Your request has been considered
under the Local Government Of icial Information and Meetings Act 1987 (LGOIMA). Please find my
response below.
1. Are you please able to collate the rates of artist residency remuneration, against their
requested hours of participation as described in the application process?
Please find attached, as
Appendix 01 to my response, a table outlining the rates of artist residency
remuneration.
Toi Pōneke residencies are artist development opportunities rather than employment arrangements.
Residencies are structed as awards that may include combinations of stipend support, studio access,
mentorship, professional development, exhibition or presentation opportunities, and sector
partnerships. Stipends are provided as fixed artist support payments and not salary or wages
payments. In the application process, Toi Pōneke has suggested indicative hours that could be
applied to the residency in order to get the most out of the opportunity.
Based on the information currently held, the fol owing residency support arrangements and publicly
described participation expectations apply.
2. Has Toi Pōneke supported any of the successful arts worker recipients to also apply for the
‘Arts and Culture Living Wage Fund’, as they undertook their residencies?
No Toi Pōneke Arts Centre residency has been placed into an Arts and Culture Living Wage Funding
round as they do not meet the framework criteria. Under the current framework for living wage, it has
to be tied to a project round application, which would not happen with a residency under any
circumstances.
Al Toi Pōneke residencies are currently under review as part of the Reimagining Toi Pōneke transition
and the move to the new Market Lane facility. This review is considering the future structure, delivery
models, accessibility, sector partnerships, funding arrangements, and artist support mechanisms
across the residency programme to ensure the residencies remain sustainable, equitable, and
responsive to the evolving needs to Wel ington’s creative communities.
