Thank you for your email of 27 April 2026 to the Ministry of Business, Innovation and Employment (MBIE) 
requesting information under the Official Information Act 1982 (the Act). Please note for clarity I have 
responded to your questions in turn.

I would like to also request
A) Investigation documents, including findings relating to Mighty Properties (Limited and Trust), 
Cow Power Investments (Limited and Trust) or Aaron Wayne Gilmore.
B) Documents about enforcement actions undertaken by MBIE of the same
MBIE is refusing this portion of your request under section 18(a) of the Act by virtue of section 9(2)(a) of 
the Act, to protect the privacy of natural persons, including that of deceased natural persons. I do not 
consider that the withholding of this information is outweighed by public interest considerations in 
making the information available.
C) Referrals to other agencies of the same
No referrals were made to other external agencies as a result of these complaints. Therefore, MBIE is 
refusing this portion of your request under section 18(e), that the document alleged to contain the 
information requested does not exist or, despite reasonable efforts to locate it, cannot be found.
I would have assumed that MBIE would have been across this when the bonds were verifiably 
found never lodged to it as documented in the tenancy tribunal decisions.
If a tenant is unsure whether their bond has been lodged, they can request information from the Service 
Centre (0800 836 262 (0800 TENANCY). Under the Residential Tenancies Act 1986, landlords are required 
to lodge a bond with MBIE within 23 working days of receiving the payment. If the landlord has not met 


their obligations with regard to lodging the bond, the tenant can consider making an application to the 
Tenancy Tribunal which costs $28. If the tenant is wholly or in part successful, they can apply to have the 
application fee refunded. For those experiencing financial hardship, they may be able to seek assistance 
from Work and Income to pay this fee. More information on how to make an application to the Tenancy
