Thank you for your email of 28 March 2026 to the Ministry of Education (the Ministry)
via the FYI website requesting the following information:
1) Copies of any evaluation reports, scoring summaries, or recommendation
documents relating to the selection of mathematics resource suppliers for
2027–2029.
2) Any advice, briefings, or summary documents that outline the reasons why
Procon Education / Numicon was not selected as a supplier.
3) Any documents or advice that support the statement that current Numicon
student books wil be “out of date from the end of 2026.”
4) Any advice, analysis, or briefing documents that consider the impact on
schools currently using Numicon, including any consideration of costs already
incurred by schools or any transition support.
Your request has been considered under the Official Information Act 1982 (the Act).
In response to
part one, I am refusing this part of your request under section 18(a) of
the Act, since, by virtue of section 9(2)(b)(ii) to protect information where making it
available would be likely unreasonably to prejudice the commercial position of the
person who supplied or who is the subject of the information.
In response to
parts two – four, two documents have been identified as being in
scope. I am providing you an Information Update prepared to the Minister and a letter
sent to schools regarding mathematics resources for 2027 as
Appendix A. Please
note some information has been withheld under section 9(2)(a) of the Act to protect
the privacy of natural persons.
As required under section 9(1) of the Act, I have considered the public interest in
releasing the information withheld. I do not consider that the public interest
