Thank you for your Official Information Act 1982 (OIA) request of 1 April 2026 to the Hon
Judith Collins, the former Minister Responsible for the Government Communications
Security Bureau (GCSB) Government Communications Security Bureau (GCSB), seeking the
following information:
“In response to a Written Question submitted by Hon Priyanca Radhakrishnan (WQ 6999 2026), it
was mentioned that the Minister Responsible for the GCSB had received a paper titled "MediMap
cyber incident" on February 26th, 2026.
I would like to request a copy of this paper.”
Your request has been transferred to the GCSB for response.
Response
The information you have requested has been identified as “Briefing Note Medimap Cyber
Incident” dated 25 March 2026. The paper was provided by the National Cyber Security
Centre (NCSC) to the Minister Responsible for the GCSB. The purpose of the paper was to
inform the Minister about the support NCSC was providing to Health NZ with an ongoing
incident related to the digital medication management platform MediMap.
I am refusing your request under section 6(a) of the OIA, as the making available of the
information would be likely to prejudice the security or defence of New Zealand or the
international relations of the Government of New Zealand, and section 9(2)(ba) of the OIA to
protect information that is subject to an obligation of confidence.
Where section 9 grounds have been applied, I do not consider that the need to withhold this
information is outweighed by other considerations which render it desirable, in the public
interest, to make that information available.
Cyber incidents are reported to the NCSC in confidence and that we do not publicly disclose
details about individual reported incidents. NCSC does publish annual cyber threat reports
which are publicly available on the NCSC website
