Thank you for your email on 19 March 2026, asking Health New Zealand | Te Whatu Ora for the 
following under the Official Information Act 1982 (the OIA): 
I am interested in the changes made to the Immunisation Handbook made in March 2026. 
 
Please supply all information leading to the changes made. This may include: 
- scientific evidence and analysis 
- information supplied by vaccine manufacturers 
- financial analysis 
- briefings, presentations, notes 
- decision documentation 
- various other information 
Response 
Health NZ has identified several documents within scope of your request. Please refer to 
Appendix 1, which sets out our decision on the release of these documents. The documents able 
to be released are attached as Appendix 2. 
Some information has been withheld under section 9(2)(a) of the OIA to protect the privacy of 
individuals. Where we have withheld information under section 9(2)(a) of the OIA, we have 
considered any countervailing public interests in the release of this information. We do not believe 
that the public interests outweigh the need to withhold in this instance.  
Additionally, as we advised on 9 April 2026, we have transferred the ‘decision documentation’ part 
of your request to the Immunisation Advisory Centre at the University of Auckland (IMAC). This is 
because some of the information to which your request relates, namely any meeting minutes about 
changes to the Immunisation Handbook, is more closely connected to the functions of IMAC. In 
these circumstances, we are required by section 14 of the OIA to transfer your request. You should 
expect to hear from IMAC in due course. If you need to get in touch with IMAC, you can contact
