Thank you for your request of 9 March 2026 to Fire and Emergency New Zealand for information
relating to staffing in Te Ūpoko and executive fleet costs.
On 17 March you confirmed the period you wish to cover is the last 12 months ending February
2026. Your request has been considered under the Official Information Act 1982 (OIA), and we
copy and respond to your questions below:
1. Please provide a break down of staff in Region Te Upoko, by district, including the number
of staff in the role and a pay band associated with that role and if it includes a personal use
FENZ vehicle and also if FENZ pays Fringe Benefit Tax on these, and if so, a value.
Please find attached, as the
Appendix to this response, a breakdown of Te Ūpoko staff by district
and role pay band. Where applicable, we have also provided which roles include a personal use
vehicle and fringe benefit tax value.
2. Could you also provide a break down of the exec fleet cost for the Region, and how much is
spent on repairs/servicing and fuel.
Fire and Emergency lease executive vehicles (this includes vehicles used by Area Managers, District
Managers, Community Risk Managers, Senior Managers and Group Managers), and these are fully
maintained leases so we don’t hold repair and servicing costs per vehicle. For this reason, this
aspect of your request is refused under section 18(e) of the OIA, as the document alleged to
contain the information requested does not exist.
The fuel cost for 1 January 2025 to 31 December 2025 for executive vehicles was $121,545.71.
You have the right to seek an investigation and review by the Ombudsman of this decision.
