Thank you for your email on 21 February 2026, asking Health New Zealand | Te Whatu Ora for the
following under the Of icial Information Act 1982 (the OIA):
I understand that Team Medical at Kāpiti provides an Urgent Care service under contract
within the Te Whatu Ora system. I am seeking operational information (not my personal
health records) about how that urgent care service functioned on the morning of 4
November 2022.
Please provide:
1. For Team Medical’s urgent care service on 4 November 2022, between 8:30 am and
10:00 am:
a. The total number of patients who:
* presented to urgent care;
* were triaged (i.e. given a triage category);
* were seen face to face by a doctor;
* were turned away / advised to see their own GP instead of being seen in urgent
care.
b. Any triage category distribution for that period, if recorded (e.g. counts by triage
category).
c. Any internal reporting or quality data held by Te Whatu Ora that records urgent
care demand or capacity issues at Team Medical on that date and time.
2. Copies of any service specifications, contracts, or performance standards that apply
to Team Medical’s urgent care service, that:
* define its role as an “Urgent” care provider;
* set expectations about triage, maximum waiting times, and when it is
appropriate to turn patients away to their usual GP.
3. Copies of any triage policies or protocols for urgent care settings that Te Whatu Ora
requires contracted urgent care providers to follow (for example, use of the
Australasian Triage Scale, or any national triage guidance), to the extent these are
held by Te Whatu Ora rather than the provider.
Response
Team Medical in Kapiti Coast, Paraparaumu is not run by Health NZ but is owned by Green Cross
Health. As a private company, it is not subject to the Official Information Act (OIA).
Accordingly, your request is refused under section 18(g) of the OIA, as the information is not held
by Health NZ and we have no grounds to believe that the information is held by another entity
subject to the OIA.

We also contacted ACC who gave the following advice and links to information:
Team Medical may seek payment through their Urgent Care Clinic contract for ACC-related
treatment and support. However, afterhours and urgent care provided for non-accident-related
conditions is funded through different arrangements, this is not ACC’s area of knowledge.
The requestor is asking for the total number of patients who presented to Team Medical on a
specific day and time period, who were triaged, seen by a clinician and the type of advice they
were provided with. This information would form part of Team Medicals administrative records
and is not information that ACC holds. Additionally, this is not information that is required to be
provided under the Urgent Care Clinic contract.

conditions; however, they do contain guidance and funding arrangements for injury related
urgent care presentations.
