Thank you for your information request dated 19 February 2026, for information 
about Mayor Wayne Brown’s 2025 Christmas Message. 
 
The specific details of your request and our response is below. 
 
“1. The full cost if any, for Mayor Wayne Brown's Christmas safety message on 
social media. 
2. The full breakdown of costs incurred. 
3. All communications if any, regarding the concept, execution and delivery of 
the message. 
4. All communications involving Chloe Swarbrick - this should include initial 
reach out to script ideas and shooting of the message etc.” 
 
The information you have requested has been provided for all aspects of your 
request. Please see attached.  
 
The Christmas safety message was prepared and implemented by Council staff 
using existing resources. We have provided information regarding additional costs 
for the filming of the message.
