Thank you for your email of 3 January 2026 requesting the following information under the Official 
Information Act 1982 (the Act): 
 
1. copies of any correspondence (including emails, letters, and attachments) between Waka 
Kotahi NZ Transport Agency and Tesla New Zealand, Tesla, Inc., or any Tesla 
representatives relating to the regulatory approval, certification, homologation, importation, or 
planned release of any new or additional Tesla Model 3 variants for the New Zealand market 
since 1 October 2025. 
 
This includes, but is not limited to, correspondence referencing: 
* “Model 3 Standard” variant (known as the new affordable model 3) 
* Right-hand-drive compliance for new model 
* Vehicle type approval or certification 
* Import or entry processes 
 
2: Any VIN ranges or VIN block allocations approved for Tesla Model 3 variants not currently 
offered in New Zealand. 
 
NZ Transport Agency Waka Kotahi (NZTA) does not pre-approve or “market release” new passenger 
vehicle variants. Vehicles are only assessed once they arrive in New Zealand, either through 
recognised type-approval pathways or individual entry certification by approved certifiers. As a result, 
NZTA does not engage in advance discussions with manufacturers. It therefore holds no 
correspondence with Tesla about regulatory approval, certification, importation, or planned release of 
new Model 3 variants since 1 October 2025. 
 
Vehicle Identification Numbers (VINs) are assigned by manufacturers, not NZTA. NZTA does not 
allocate or approve VIN ranges or VIN blocks, and only records VINs when individual vehicles are 
presented for certification or exemption. NZTA therefore does not hold VIN range or VIN block 
information for Tesla Model 3 variants not currently offered in New Zealand. 
 
I am therefore refusing your request under section 18(e) of the Act as the information requested does 
not exist.
