Thank you for your official information request to the Civil Aviation Authority (CAA), dated
22 January 2026, in which you asked for the following –
“…documentation and/or correspondence (including internal communications such as
emails) related to the planning, proposal, or introduction of mandatory aviation screening for
flights currently exempt from screening requirements.”
On 23 January 2026 you clarified that your request relates to those flights that are currently exempt
from security screening, as determined by the "Notice of Direction to Require Screening" in the
Gazetted notice number 2016-au6778, being those flights with fewer than 90 seats. You have also
explained that your request applies only to the timeframe of 11 January 2025 through to 22 January
2026.
Your information request has been al ocated the reference number 26/OIR/156.
Permanent aviation security settings are established by Cabinet after considering a range of factors,
including threat assessments, international standards and recommended practices and costs.
CAA would not initiate work around security screening for exempt flights unless it first received the
Ministry of Transport’s direction that this programme of work should be undertaken. CAA has not
received such a direction from the Ministry of Transport.
We have discussed your request with the Ministry of Transport. The Ministry of Transport has
informed CAA that it has not carried out any work on extending the coverage of aviation security
screening requirements over the time period covered by your information request.
As no work has been undertaken by either agency on this matter, neither CAA nor the Ministry of
Transport holds information that is relevant to your information request. Your information request is
therefore refused under section 18(g) of the Official Information Act.
You have the right to seek an investigation and review by the Ombudsman of this decision.
