Thank you for your email requesfing, under the Official Informafion Act 1982 (the Act), the fol owing
informafion:
Any advice on whether current Telecommunicafions Act seftings and the
Government's rural connecfivity funding programmes adequately address nafional
security considerafions when al ocafing public funds to foreign-control ed satel ite providers versus
New Zealand-based telecommunicafions operators.
This was part of a larger request for informafion lodged with the Prime Minister, Rt Hon Christopher
Luxon. On 2 February 2026, you were advised that the above part of your original request had been
transferred to the Ministry of Business, Innovafion and Employment, as the agency responsible for
administering the Telecommunicafions Act 2001 and policy related to the Government’s rural connecfivity
funding programmes.
I am refusing your request under secfion 18(e) of the Act, as the document al eged to contain the
informafion requested does not exist or, despite reasonable efforts to locate it, cannot be found.
I note that your quesfion is largely about considerafion of security risks with telecommunicafions network
operators. As you may be aware, the Nafional Cyber Security Centre (NCSC), within the Government
Communicafions Security Bureau, is responsible for assessing nafional security risks under the
Telecommunicafions (Intercepfion Capability and Security) Act 2013 (TICSA). For more specific informafion
on how an assessment under TICSA is made, you may wish to seek further informafion from NCSC.
