Thank you for your Official Information Act 1982 (OIA) request of 22 December 2025 to the 
Government Communications Security Bureau (GCSB) regarding MoE SMART Tool (Project 
MOE29225). 
Your request was for advice, briefings, or correspondence provided by the GCSB or NCSC to 
the Ministry of Education regarding the SMART (Student Monitoring, Assessment and 
Reporting Tool) project and the vendor Janison Solution Pty Ltd. Specifically, 
•  Any assessment or feedback regarding the tool’s compliance with NZISM standards 
for "IN-CONFIDENCE" data. 
•  Any advice provided concerning the risks of offshore data storage and disaster 
recovery backups in Australia for this specific project. 
•  Any records of "Supply Chain Cyber Security" assessments conducted on the vendor 
Janison. 
You were advised on 11 February 2026 that the time limit for responding to your request 
had been extended to 11 March 2026 because the consultations necessary to make a 
decision on your request were such that a proper response could not reasonably be made 
within the original time limit. 
Response 
I am refusing your request under section 18 (e) of the OIA as the information requested does 
not exist.
