Official Information Act request: Student Monitoring, Assessment and Reporting Tool
(SMART) project
Thank you for your request made under the Official Information Act 1982 (the Act), which
was received by the Department of the Prime Minister and Cabinet (DPMC) on 20 December
2025. You requested:
“I request the following information regarding the Student Monitoring, Assessment and
Reporting Tool (SMART) project (Reference: MOE29225):
1. A full copy of Cabinet Minute CAB-25-MIN-0031.
2. A copy of the Cabinet Social Wellbeing Committee (SWC) paper that preceded
this minute.
3. Any Treasury reports, Aides-Memoire, or Briefings provided to the Minister or the
Committee regarding the financial case or budget drawdown for this specific
project as noted in the aforementioned minute..”
I believe the information you have requested is more closely connected to the functions of
the Minister of Education, Hon Erica Stanford. Accordingly, I have decided to transfer your
request in full to the Minister of Education under section 14(b)(ii) of the Act.
Regarding the request for the Cabinet Committee paper and Minute, DPMC holds all Cabinet
and Cabinet Committee papers and Minutes as Cabinet Office is a business unit within
DPMC. However, DPMC transfers requests for these documents to the relevant portfolio
Minister. For this transfer; this is the Minister of Education, and the Minister is in the best
position to assess the documents for release under the Act.
The Minister of Education has the usual timeframes under the Act from receipt of this transfer
to make a decision on your request.
