Thank you for your email of 15 December 2025, asking Health New Zealand | Te Whatu Ora for
the following under the Official Information Act 1982 (the Act):
1. Please share the legal requirements for schools to share student rolls with HNZ? The
letter says "In line with Te Whatau Ora Health New Zealand requirements, we require the
student rolls for all Year 7 and Year 8 students to assist in the preparation for the consent
talks and clinics. "

How long is this school roll data retained for by HNZ?
Response
The requirement is based on an agreement between the Ministry of Education and the Ministry of
Health that is referred to in the Professional Standards for School-based Immunisation Service
Delivery published on the Ministry of Health website
: www.health.govt.nz/system/files/2016-
12/professional-standards-school-based-immunisation-service-delivery-dec16.pdf. The document
provides an overview of the roles that education and health providers have in the provision of
School Based Immunisation Programmes (SBIPs). It is the role of each school Board of Trustees
to decide whether to allow the school premises to be used for the SBIP and to provide information
to the DHB (now Health New Zealand | Te Whatu Ora) and the district SBIP service to enable them
to access and contact eligible students.
If the Board of Trustees supports their school’s participation in the SBIP, then the
principal/management role is to facilitate relevant school operational matters. For example, by
providing the school roll details to Health NZ to cross check the students details in the Aotearoa
Immunisation Register (AIR) and to support with sharing information with parents and sending
consent forms home with students.
There should be no need for Health NZ to retain school roll information post-immunisation (e.g.,
the school roll extract file). It is recommended that school roll information be deleted once the
programme is complete (i.e., when the immunisations have been administered to the students to
whom the school roll relates). This information can also be found in the Professional Standards for
School-based Immunisation Service Delivery document referenced above.
