Thank you for your email of 3 December 2025 to Te Kaunihera o Pōneke | Wellington City Council
(the Council) requesting information regarding contracts entered into by third parties and the Creative
Capital team from the Council
. Your request has been considered under the Local Government
Of icial Information and Meetings Act 1987 (LGOIMA). Please find my response below.

The Deloitte report into Wel ington City Council notes that there are big issues with
procurement and contract management at the Council. Therefore, I request, from 1 January
2020 to date:
1. A list of all contracts entered into by the Creative Capital Te Kaunihere o Pōneke.
2. the time period the contract covers, ie providing a service for 3 months, 6 months, 1
year or 10 years.
3. the total cost of each contract? especially if it is more than 50,000 dollars per annum.
4. which ELT member signed out which contract, if it went to the Chief Executive, or it
went to a Council vote given the contracts are seemingly for a lot of money.
5. Once a report is run in the finance/procurement team for that list, could it please be
provided as an excel spreadsheet. From the results of this process, I wil then request
fuller contract details, especially if they look as dodgy as this contract: IRC 9110

On 22 December 2025, the Council sent you a request to refine your request, as the request covered
a large amount of information that was not easily retrievable. To date, we have not received a
response from you. For this reason, I am refusing your request pursuant to section 17(f) of the
LGOIMA, as the information requested cannot be made available without substantial collation or
research.
The Council wil work with you to assist in refining your request to more precise selection of
information if you wish to resubmit your request again. Please note, a resubmitted request wil be
considered as a new request If you have any concerns about the response please contact
