Thank you for your request under the Official Information Act 1982 (the Act) to the Ministry of 
Health – Manatū Hauora (the Ministry) on 28 November 2025 for information regarding puberty 
blockers. You requested:    
Please provide me with a copy of the regulatory impact statement document producted by 
the Ministry of Health for the Medicines (Restriction on Prescribing Gonadotropin-
releasing Hormone Analogues) Amendment Regulations 2025. 
Section 18(d) of the Act applies to your request on the basis that the Regulatory Impact 
Statement is publicly available on the Ministry’s website. I acknowledge the significant public 
interest in this matter and in response, this proactive release includes key documents relating to 
puberty blockers, including the consultation report and other key documents, to ensure 
transparency and to make relevant information readily available to the public. This release was 
carefully compiled to provide context, clarity, and completeness.
