Request for Information under the Local Government Official Information and
Meetings Act 1987 (the Act) (the LGOIMA)
Thank you for your email of
21 November 2025 requesting the following information:
Under the Local Government Official Information and Meetings Act 1987, I am
requesting a full copy of the Council’s response to the OIA request reference
2526/166, dated around 19 October 2025, relating to future travel costs for
KCDC executive staff.
Specifically, I request:
1. A PDF copy of the full response issued by Mark de Haast, Group Manager
Corporate Services.
The response letter has been proactively released to the Council website and can
be found

2. Any covering letters or emails sent with the response.
Please find attached the email which was sent together with the response. The
personal details of the requester have been withheld from the information
provided. The decision to withhold this information is made under section 7(2)(a)
of the Act which allows for Council to withhold information in order to protect the
privacy of natural persons, including that of deceased natural persons. I am
satisfied that the withholding of this information is not outweighed by public interest
considerations in section 7(1) favouring release.
Another unrelated response was sent to the requester as part of the same email.
That response has been removed as being outside the scope of your request.

“not in the public interest”. If sections of the response are withheld, please
state the exact grounds relied upon under LGOIMA, including the
applicable section numbers.
Although this was explained the response to the request 2526-166, for clarity, the
information requested is withheld on the following grounds:
• section 7(2)(f)(i) of the Act: The withholding of the information is necessary
to maintain the effective conduct of public affairs through the free and frank
expression of opinions by or between or to members or officers or
employees of any local authority in the course of their duty.
• section 7(2)(g) of the Act in order to maintain legal professional privilege.
In both instances, I am satisfied that the withholding of this information is not
outweighed by public interest considerations in section 7(1) favouring release.
