applicants. I request that you reconsider this position and release the full document….
4. Details of entities with cancelled or suspended access.
Your response noted that 72 entities had their access cancelled in 2024 and 69 were
suspended in 2025. Please provide a list of the names of these 141 entities and the specific
reason(s) for the cancellation or suspension of access for each entity.

To provide additional context to this document:
• This document was created in 2022, as a reference document for contract staff who were
onboarded to assist with the process of renewal of standard terms applications.
• The document was never intended as an educational reference for applicants. Its purpose was
to help those internal staff with no prior internal knowledge to assist in processing applications
for a short and specific period of time during the renewal of 2022.
• The Registers Ecosystem Uplift Programme (REPU) (OIA-20678 refers) is in the process of
creating more educational collateral that is actual y designed for authorisation holders and
users (e.g. training modules).
4. Details of entities with cancelled or suspended access.

Compliance Suspensions.

The below information provides further context:
• The entities cancel ed in 2024 were members of representative bodies who were suspended
for 3 months in July 2025 and then cancelled in October 2025 after failing to make any contact
with NZ Transport Agency Waka Kotahi (NZTA) regarding their annual compliance
requirements for 2024.
• The entities currently suspended in 2025 have failed to meet their annual compliance
requirements for 2025. However, they stil have time to submit their annual compliance
declaration until 1 March 2026 to be considered for reinstatement. After that date, if we have
stil not heard from them, authorisation wil be cancel ed.
Please note, this process is relatively new and has evolved significantly over the past 12 months as a
result of reviews and discussions between NZTA and the representative bodies and users, the input of
the REPU (OIA-20678 refers) and its associated tactical resources, and internal restructures creating
positions which provide more oversight and governance in this space.
Under section 28 of the Act, you have the right to ask the Ombudsman to review my decision to

In line with NZTA policy, this response wil soon be published on our website, with personal
information removed.
