Thank you for your email of 12 November 2025 to the Social Investment Agency (SIA) requesting
various correspondence under the Official Information Act 1982 (the Act). Your requests have
been numbered below for clarity:
I request copies of all emails, text messages, and other written communications (including
Teams, WhatsApp, or SMS messages) between:
Andrew Coster (in his capacity as CE of the Social Investment Agency) and:
1. Hon Judith Collins, Minister for the Public Service;
2. Hon Mark Mitchell, Minister of Police;
3. Hon Nicola Willis, Minister of Finance;
4. Sir Brian Roche;
5. Jevon McSkimming.
Please include any correspondence:
referring to or discussing the IPCA investigation or report into Police leadership conduct;
relating to any complaint, employment, or disciplinary matters concerning Mr McSkimming;
or relating to media or political management of those matters.
The timeframe for this request is 1 January 2023 – 12 November 2025.
Regarding part one and part two of your request, SIA does not hold any correspondence between
Andrew Coster and Hon Mark Mitchel or Andrew Coster and Hon Judith Collins. Therefore, these
parts of your request are declined under section 18(e) of the OIA as the document alleged to
contain the information requested does not exist or, despite reasonable efforts to locate it, cannot
be found.
Regarding part three of your request, SIA has identified 11 pages of text messages in scope of your
request. Please find attached a copy of al text messages between Andrew Coster and Hon Nicola
Willis between 13 November 2024 and 22 October 2025. Please note that some information has
been withheld as it is not within scope of your request.

As advised on 10 December 2025, part four of your request has been transferred to Te Kawa
Mataaho Public Service Commission, and part five of your request has been transferred to NZ
Police.
