Thank you for your email of 12 November 2025 to the Social Investment Agency (SIA) requesting,
under the Official Information Act 1982 (the Act), the fol owing information:
I request copies of all emails, text messages, and other written communications (including
Teams, WhatsApp, or SMS messages) between:
Andrew Coster (in his capacity as CE of the Social Investment Agency) and:
1. Hon Judith Collins, Minister for the Public Service;
2. Hon Mark Mitchell, Minister of Police;
3. Hon Nicola Willis, Minister of Finance;
4. Sir Brian Roche;
5. Jevon McSkimming.
Please include any correspondence:
referring to or discussing the IPCA investigation or report into Police leadership conduct;
relating to any complaint, employment, or disciplinary matters concerning Mr McSkimming;
or relating to media or political management of those matters.
As previously advised, part four of your request has been transferred to Te Kawa Mataaho Public
Service Commission and part five of your request has been transferred to NZ Police.
This letter is to advise you that SIA will provide a response but needs to extend the time available
to answer your request by 20 working days. In accordance with section 15A of the Act, SIA’s
response wil be with you no later than 29 January 2026.
The reason for the extension is that your request is because the consultations necessary to make a
decision on the request are such that a proper response to the request cannot reasonably be
made within the original time limit.

You have the right to seek an investigation and review by the Ombudsman of this decision.
