Request for information
Thank you for your Official Information Act 1982 (OIA) request of 8 November 2025. My
response to each part of your request can be found below.
1.
When an individual makes a privacy act request for all the information the Police
hold on that person in the N.I.A database, they are provided with a personal dossier
of said information. I am requesting all training or reference material that explains all
sections of this dossier, including al codes, abbreviations and key words that may be
present.
A person’s dossier is a screen in Police’s National Intel igence Application (NIA) and
consolidates information from multiple sources in NIA. From this screen, a person’s
profile report can be generated with the details of the person.
Training material
Generating a person’s dossier is not a standalone function or process that staff are
specifically trained on; rather, each contributing component has its own associated
training and correct data entry. Given the wide variety of possible training materials that
could be relevant, this part of your request is refused under section 18(f) of the OIA as the
information cannot be made available without substantial collation and research.
If you are able to more specifically identify the information which you are seeking, we may
be able to respond further.
Reference material
Police considers this part of your request is covered by the OIA response previously
provided to you on 10 February 2023 (IR-01-22-35127 refers).
In that response, Police noted that the National Recording Standard (NRS) is the primary
Police document guiding staff about what information to record in NIA. The response also
included:

Codes and descriptions for these codes that may be used in relation to a person
•
Alerts that may be recorded in relation to a person
•
A glossary of common terms and abbreviations that may be used in Police
records.
For your convenience, a copy of that response is attached.

Police have previously released a redacted copy of the NIA manual on 27
September 2022 (ref IR-01-22-22232) I requesting a copy of the original OIA request
& al information that was released in response.
Police notes that you have previously requested a copy of the NIA manual, and that this
request was declined because the manual was undergoing updates.
Those updates have now been completed. A copy of the updated NIA manual is
attached. Some information has been withheld under section 9(2)(a) of the OIA to protect
the privacy of natural persons. Please note that this updated version supersedes prior
versions of the manual.
