(the Council) requesting the fol owing information:
The Cambridge Terrace bus lane has intermittent markings but is monitored electronical y for its entire
length and tickets automatically issued.
Tickets seem to be being used to generate revenue, even when buses are not present on Cambridge
Terrace, and when there is no congestion.

Please could you provide a breakdown of the number of tickets, and revenue collected for
Cambridge Terrace bus lanes since the ticketing cameras were installed in 2025. Would like
to see total ticket numbers issued, the number which were challenged and revoked, the
number which were chal enged and upheld, and the total revenue received from the tickets.
Monthly data would be sufficient.
Your request has been considered under the Local Government Of icial Information and Meetings Act
1987 (LGOIMA).
Bus lanes play an important role in keeping our city moving. We need to move more people with fewer
vehicles in Wellington, especially at peak travel times. Giving priority to buses on key routes helps to
move more people around the city and encourages more people to take the bus.
The Council’s bus lane cameras are installed to record footage of vehicles using designated bus
lanes. These recordings are not used to automatically detect offences or issue infringements. Instead,
all footage is manually reviewed by warranted Digital Processing Of icers, who assess whether an
offence has occurred before any infringement is issued.
Cambridge Terrace is one of the busiest routes for Wel ington buses, throughout the day and is
needed from 7am-7pm to keep the buses moving quickly throughout this time. This bus lane is clearly
marked (with signage and on the road surface) and signage shows the bus lane operating hours.
Following feedback last year, we added some extra signs, including an early warning sign of a bus
lane ahead.
When the Cambridge Terrace static camera became operational, there was significant media and
social media run at the time to warn drivers of the change. Additionally, the Council only issued
warning notices for the first three weeks that the camera was operational – warnings do not have a
fine associated with the infringement and are designed to help with education about the lane.
Ultimately, it is the responsibility of all drivers to be aware of and comply with the Land Transport
(Road User) Rule 2004, specifical y section 2.3(1)(f)(i), which states:
“A driver, when driving, must not use a special vehicle lane reserved for a specific class or classes of
vehicle unless the vehicle is one of the class or classes of vehicle for which the lane is reserved”.
This rule applies regardless of whether a bus is present in the lane at the time of use.
Your request for
a breakdown of the number of tickets, for Cambridge Terrace bus lanes since the
ticketing cameras were installed in 2025 has been refused under section 17(d) of the LGOIMA as the

Regarding your request for
the total revenue received from the tickets please find a table below
showing the value of infringements paid as of 12 November 2025. Please note that some of these
amounts may stil be under collection.
