Thank you for your request for information under the Official Information Act 1982 (OIA)
dated 5 November 2025 in which you requested:
“Please provide any email communications about problems with the ccrf system used
by prospective university students in their applications for 2026 enrolments,
affecting applicants to all NZ universities.
Include any communication with and from any vendor(s) that administers the
website and forms, and how many people are / were affected and what remedies
have been taken, to both fix the problem, and contact the students affected.”
On 2 December 2025 you were advised that your request needed to be extended by an
additional 25 days, as consultations necessary to make a decision on your request could not
reasonably be made within the original time limit (s 15A(1)(b) refers).
On 4 December 2025 we contacted you to clarify your request, as during consultations it was
identified that we may not have interpreted it correctly. On 10 December 2025 we contacted
you again seeking clarity on your request. To date, no response has been received by you.
If your request is seeking all problems that have arisen relating to the CCRF, we can confirm
that your request is refused under s 18(f) of the OIA, as it would require substantial research
and collation in order to respond. As the CCRF is not managed on Te Herenga Waka—
Victoria University of Wellington’s (the University) systems, researching and collating all
information held by the University on the CCRF system for anything relating to “problems”
would be substantial and create significant and unreasonable impact on the University's
ability to carry out its other operations. Additionally, much of the information is likely to
need to be withheld to protect individual privacy (including that of students), and it likely to
be commercially sensitive and legally privileged.
If your request was seeking information specific to a certain problem, the University would
be unable to process your request as it lacks due particularity.
Finally, we wish to apologise for the delay in making this decision outside of the original
20 working days, and confirm we are still open to discussing the scope of your request
should you wish to resubmit.
