Thank you for your email
of 30 October 2025 requesting information about how flooding risk or
stormwater issues were considered for The Strand Optimisation project under the Official Information
Act 1982 (the Act).
The information I seek should include, but not be limited to:
- Any section of the design report relating to stormwater management/flood risk
No such documentation exists, as stormwater management or flood risk was not an official part of the
project scope.
Therefore, this part of your request has been refused under section 18(e) of the Act as the document
alleged to contain the information requested does not exist.
- Any entries in the design decision register relating to stormwater management/flood risk
Please find relevant information in
Attachment 1.
Certain information has been withheld under section 9(2)(a) of the Act to protect the privacy of natural
persons.
- Any meeting minutes for meetings where stormwater management or flood risk was
discussed
Please find the meeting minutes released to you in
Attachment 2.
Certain information has been withheld under section 9(2)(a) of the Act to protect the privacy of natural
persons.
- The outputs of any stormwater model ing exercises or flood risk assessments, if they were
done

- Any discussion of the cost implications of addressing flood risk through the project
No such documentation exists, as stormwater management or flood risk was not an official part of the
project scope.
Therefore, this part of your request has been refused under section 18(e) of the Act as the document
alleged to contain the information requested does not exist.
- Any communications with Watercare or Auckland Council Healthy Waters department about
stormwater management/flood risk within the project's extent

of the Act to protect the privacy of natural persons.
With respect to the information that has been withheld from this request, I do not consider there are
any other factors which would render it desirable, in the public interest, to make the information
available.
