Official Information Act request relating to Reviews and lessons learned and changes
Thank you for your Official Information Act 1982 (the Act) request received on 29 October
2025. You specifically requested:
Under the OIA I request records relating to:
1. any reviews (whether formally called a ‘review’ or not (for example, including
records relating to any ‘lessons learned’ or ‘retrospective)) or analysis, relating to the
decision to issue emergency alerts around the end of July 2025 relating to the
tsunami risk following the Russian earthquake.
2. Any changes made, or agreed to be made, to your policies, procedures, systems,
training, guidance or approach following the emergency alerts issued around the
end of July 2025 relating to the tsunami risk following the Russian earthquake.
Response to your request
No reviews or analysis have been carried out regarding the decision to issue emergency
alerts following the Kamchatka earthquake. Accordingly, part one of your request is refused
under section 18(e) of the Official Information Act as the information does not exist.
However, the National Emergency Management Agency (NEMA) is drafting a Technical
Standard which includes clear, mandatory requirements and guidance on the use of
Emergency Mobile Alerts (EMAs).
NEMA intends to publish the Technical Standard on its website before Christmas 2025. As
such I am refusing part two of your request under section 18(d) of the Official Information Act,
as the information requested wil soon publicly available.
You have the right to ask the Ombudsman to investigate and review my decision under section
28(3) of the Act.
