Thank you for your Official Information Act request received on 27 October 2025. You 
requested:

“All documents, test reports, technical assessments, and correspondence that formed 
the basis for WorkSafe's decision to approve this type of vapouriser (VAP2303) under 
Regulation 17.53 of the Health and Safety at Work (Hazardous Substances) 
Regulations 2017 

▪ 
Specific documentation demonstrating that the vapouriser's electrical design and 
Explosion protection features were assessed against the requirements of AS/NZS 
60079.14 (Explosive atmospheres – Part 14: Design selection, erection and initial 
inspection). 

▪ 
Any records showing how WorkSafe considered this assessment (in relation to 
AS/NZS 60079.14) as part of its evaluation under Regulation 17.53(3)(a) ("the design 
of the vapouriser") and 17.53(3)(b) ("the hazards associated with the substance").” 

 
All Documents Relating to WorkSafe’s Approval for VAP2303 
Documents submitted to WorkSafe as part of the vaporiser application process contains 
commercially sensitive information that if made available would be likely unreasonably 
prejudice the commercial position of the person who supplied or who is the subject of the 
information. As such I am refusing this part of your request under section 9(2)(b)(i) of the 
Official Information Act. 
 
Assessment of vaporiser design against requirements of AS/NZS 60079.14 
As part of the Health and Safety at Work (Hazardous Substances) Regulations 2017, there is 
no requirement for WorkSafe to undertake independent assessments against specific 
standards such as AS/NZS 60079.14. WorkSafe relies on manufacturer-supplied certifications 
to verify compliance, rather than generating or issuing certification data itself. 
 
As WorkSafe did not undertake any assessments against AS/NZS 60079.14, this part of your 
request is refused under section 18(g)(i) of the Official Information Act as the information 
request is not held by WorkSafe and that we are not aware that is held by any other agency.
