Thank you for your email of 24 October 2025 to the Ministry of Education (the Ministry) requesting 
the following information: 
Timeframe for this request beginning term 1 - current date 24 October 2025. 
I am requesting copies of all emails between principal Denise Horley of Sandspit Road School 
and the board of trustees including Kylie Windelburn regarding bullying and violent incidents. 
I also seek the data into the number of bullying and violent incident reports for this school with 
any outcomes if possible. 
Your request has been considered under the Official Information Act 1982 (the Act). 
We have determined that the information requested is not held by the Ministry but is believed to be 
held by and more closely connected with the functions of Sandspit Road School. As such, I have 
transferred your request to Sandspit Road School in accordance with sections 14(b)(i) and 14(b)(ii) 
of the Act.
