1. The justification for engaging the services of an external recruitment
company, namely Cultivate to recruit complaint assessors and senior complaint
assessors [whereas] HDC already have an inhouse recruitment and human
resources team.
2. Please advise on the number of vacant positions that your Office is seeking
to [fulfil] via Cultivate.
3.Please provide the payment arrangement with Cultivate. What amount in
monetary terms is HDC expecting to pay per hire.
4. Please provide the turn over data for the Office's complaint assessment team
all of 2025 ( 1 Jan 2025 to current). Please break down per role, e.g how many
seniors, complaint assessors exited the organization.

Question 1
HDC advertises vacancies directly, via its internal websites and, like many
Government agencies and Crown entities, often also uses approved external
recruitment agents to help find suitable candidates.
Cultivate is a recruitment company that is approved to deliver recruitment services
under Generation 3 of the All of Government Recruitment Services Agreement (AOG
Agreement).

Question 2
HDC is currently recruiting for 5 vacancies.
Question 3 The fees payable are set out in the contract rates in the All-of-Government contract
rate set by NZ Government Procurement and Property team of the Ministry of
Business, Innovation and Employment.
Question 4
HDC calculates and monitors its turnover rate on an annual basis. HDC's overall
turnover rate for 2024/25 was 27%.
