Thank you for your request of 4 March 2026 to Fire and Emergency New Zealand requesting
information in relation to the MAN Angloco Type 3 build trucks.
In line with our obligations to make and communicate our decision to you within the statutory
timeframe, we wrote to you on 17 April 2026 providing our decision and outlining that we decided
to grant your request and would release the remaining information requested without undue
delay. Thank you for your patience and please see our response to your request below.
1. How many of these trucks have undergone fleet specification testings so far?
We have interpreted this question to be referring to acceptance testing. We can confirm that 21 of
the 28 production MAN Angloco Type 3 appliances have undergone some acceptance testing.

2. What issues have been identified that are causing delays in these being released to
brigades? and what is being done to fix them? if no issues then please explain reasons for
the delay.
The activities required before the appliances go into operational service had not been scheduled
at the time of our initial response. These have now been scheduled for 17 of the 29 MAN Angloco
appliances (this includes the one prototype and the 28 production trucks) which has taken longer
than previously anticipated in early October. The remaining 12 appliances have been delayed due
to commercial issues.

Before these appliances are introduced into operational service, any items found during
acceptance testing need to be rectified. A number of other works need to be completed including
service provider and brigade training, applying signage, servicing, ICT fit out, locker equipment
adaptations and fit out. Once all of these are completed, the appliances will go into service.
3. Have FENZ delayed delivering these trucks to stations due to Industrial Action for any
reason? if so please give detail.
There have been no delays in delivering these trucks to stations due to industrial action.
4. What is the current expected completion date (i.e. responding to calls) for all these trucks?
The first 16 of these trucks are expected to be completed by the end of June 2026. The timeframe
for the rest is to be determined.
5. Please provide any communications between the Chief Executive TEAM and Fleet Team for
January and February 2026 regarding the these trucks.

Appendix to this response, the correspondence between the Chief
Executive team and Fleet team for January and February 2026 regarding the 28 new Type 3 MAN
Angloco appliances. As outlined in our decision letter, some information has been withheld under
the following:
• section 9(2)(a) of the OIA, to protect the privacy of natural persons
• 9(2)(ba)(i), to protect information which is subject to an obligation of confidence or which
any person has been or could be compelled to provide under the authority of any
enactment, where the making available of the information would be likely to prejudice the
supply of similar information, or information from the same source, and it is in the public
interest that such information should continue to be supplied
• section 9(2)(b)(ii) of the OIA, to protect information where the making available of the
information would be likely unreasonably to prejudice the commercial position of the
person who supplied or who is the subject of the information
• section 9(2)(h) of the OIA, to maintain legal professional privilege; and
• section 9(2)(j) of the OIA, to enable a Minister of the Crown or any public service agency or
organisation holding the information to carry on, without prejudice or disadvantage,
negotiations (including commercial and industrial negotiations).
