Thank you for your email of 12 October 2025 to the Ministry of Business, Innovation and 
Employment (MBIE) requesting, under the O icial Information Act 1982 (the Act), the 
following information: 
 
I request the following information relating to water leaks, plumbing failures, or 
 
water-damage-related maintenance across all properties that are owned, managed, 
 
leased, or otherwise occupied by MBIE, including—where applicable—oƯices,  
 
regional premises, storage facilities, archives, or co-located service centres: 
 
 
The date, address, and facility/building name for each recorded incident involving  
 
water leaks, plumbing failures, burst pipes, roof or ceiling leaks, or other forms of 
 
water ingress, between 1 January 2019 and 12 October 2025. 
 
 
A brief description of each incident and, where applicable, the identified cause (e.g., 
 
infrastructure degradation, weather event, accidental damage, etc.). 
 
 
The type of work undertaken (e.g., temporary repair, full replacement, waterproofing, 
 
plumbing upgrade, etc.). 
 
 
The contractor name or internal business unit responsible for the work. 
 
 
The total cost of each repair, broken down by labour, materials, and associated fees 
 
(where available). 
 
 
Whether the cost was covered by insurance, or by MBIE’s operational or capital  
 
budgets. 
 
MBIE occupies 32 sites across New Zealand, one of these facilities is Mangere Refugee 
Centre. This Centre is a residential facility that houses 1500 people each year. It operates 
24/7 and as a result has a high level of people using the bathroom and kitchen facilities, 
which results in a higher number of incidents which often require repairs. 
 
MBIE does not hold information regarding “water leaks, plumbing failures, burst pipes, roof 
or ceiling leaks, or other forms of water ingress” in a collated manner. To provide all 


 
information in scope of your request would involve the location and review of a large number 
of records. However, in order to assist you as much as possible, we have worked through 
some relevant correspondence relating to our smaller sites and subsequently collated some 
information in response to your request. This information is attached as Annex One. 
 
Please note, therefore, that the information supplied does not provide a complete record of 
information in scope of your request and cannot be relied upon as such. Where costs were 
located within these documents, I am withholding them under section 9(2)(b)(ii) of the Act, 
to protect information where the making available of the information would be likely 
unreasonably to prejudice the commercial position of the person who supplied or who is the 
subject of the information. I do not consider that the withholding of this information is 
outweighed by public interest considerations in making the information available. 
 
Where we have not been able to collate the information in scope of your request, I am 
refusing your request under section 18(f) of the Act, as the information requested cannot be 
made available without substantial collation or research.
