Thank you for your email dated 9 October 2025, to Te Kaunihera o Pōneke | Wellington City
Council (the Council) requesting the following information:
• all communications between council staf and Mayor Tory Whanau and her staff
regarding the photographing/painting of her portrait. This should include initial
discussions, when advice was sought form the from the Mayor's office and any "fight
to have a painting done by a local artist"
• Please provide all communications between Mayor Whanau and her staf and the
artist Clark Roworth.
Your request has been considered under the Local Government Of icial Information and
Meetings Act 1987 (LGOIMA).
Please see attached items that are in scope of your request for all information relating to the
commissioning, execution, payment and communication of Mayor Whanau’s portrait.
Below are the documents that fall in scope of your request and my decision to release the
documents:

• Appendix 3 – Communications
• Appendix 4 – Payments

Reasons for redactions:
• s7(2)(a) – Protect the privacy of natural persons;
• s7(2)(f)(i) – Maintain the effective conduct of public affairs through the free and frank
expressions of opinions by or between or to members or officers or employees of any
local authority in the course of their duty; and
• Out of scope – Some communication is not related to Mayor Whanau’s Portrait; this
has been redacted as out of scope.
As per section 7(1) of the LGOIMA, I do not consider that in the circumstances of this
response, the withholding of this information is outweighed by the other considerations which
render it desirable to in the public interest to make the information available.
