I write in response to your request dated 18 September 2025 to Kāinga Ora-Homes and 
Communities, for the following information under the Official Information Act 1982 (the Act): 
 
Please provide a copy of any documents, and emails from the CEO or their leadership 
team in relation to 'information leaks'. Please provide any documents, guidelines, or 
procedures/policies, that relate to dealing with these. Please also provide confirmation of 
any investigations that have taken place, formally or informally, in relation to this. If there 
have been any, please provide details. 
 
As none of my previous requests have been granted, I expect full rationale for the reasons, 
and grounds supporting any refusal. Please also provide a summary of what information 
has been denied. 

 
On 29 September 2025, Kāinga Ora wrote to you and asked you to refine and clarify your request. 
We asked for you to refine the timeframe of the request. We also asked for clarity on the type of 
information leaks being requested.  
 
On 6 October 2025, you replied, confirming the refined timeframe of October 2024 - October 2025 
was acceptable, and advised that you were only interested in wider information leaks. Under 
section 15(1AA) of the Act, the amended request was treated as a new request and the timeframe 
for a response was recalculated.  
 
I am releasing to you in full the Kāinga Ora Policy: Standards of Integrity and Conduct (POL-337) 
and the Kāinga Ora Procedures: Standards of Integrity and Conduct (POL-337a).  
 
We can advise that there have been no investigations related to information leaks within scope for 
the defined period. 
 
Your request for emails from the CEO or their leadership team relating to information leaks, as well 
as a summary of this information, has been withheld under the following sections of the Act: 
•  section 9(2)(g)(i) – to maintain the effective conduct of public affairs through the free 
and frank expression of opinions by or between officers and employees. 
Pursuant to section 9(1) of the Act, the public interest in making this information available is not 
considered to outweigh the need to withhold the information.
