Thank you for your email of 10 September 2025 to the Social Investment Agency (SIA) requesting,
under the Official Information Act 1982 (the Act), the following information:
Across the period from 1 November 2024 to 31 August 2025, please provide the following
information for Deloitte, EY, KPMG and PwC:
- What is the title of each contract / Consultancy Services Order awarded to each
company?
- For each contract or CSO:
* When was it signed?
* What was the maximum value of the contract at signing?
* What is the maximum value at 31 August 2025?
* How much has been invoiced under each contract by month?
* What procurement process was followed to award each contract?
* If the procurement process did not appear on GETS, explain how this was justified and
which member of staff approved it - both job title and name.
* Where an exemption to the Government Procurement Rules was relied on, explain in
detail how the decision to apply the exemption was reached and identify the research /
analysis undertaken or data relied on to support this decision.
SIA have identified consultancy service orders with PriceWaterhouseCoopers and Deloitte within
the timeframe. I can confirm there have been no contacts or consultancy service orders awarded
to EY or KPMG from 1 November 2024 to 31 August 2025.
Please see attached table for the procurement information requested. Please note that invoice
amounts which have been received but not yet paid are withheld under section 9(2)(i) of the Act
to enable a Minister of the Crown or any public service agency or organisation holding the
information to carry out, without prejudice or disadvantage, commercial activities.
Regarding section 9(1) of the Act, I do not consider that the withholding of this information is
outweighed by public interest considerations in making the information available.

1Establishing an investment management office:
SIA engaged Deloitte to access their existing intellectual property related to investment management capabilities for social investment. The procurement approach applied Rule 14(c)(ii) of the All-of-Government Procurement Rules, which provides for
direct sourcing where the procurement relates to the acquisition of intellectual property or rights. Deloitte had developed proprietary reports and methodologies that SIA chose to acquire to establish its Investment Management Office, as a cost-
effective solution.
The subsequent variation built upon the initial work as a continuation of the original procurement approach.
4Commissioning Platform: For the Commissioning Platform, SIA applied Rule 14.9(i) of the All-of-Government Procurement Rules, which provides for secondary procurement through established All-of-Government panels - specifically the DIA Marketplace. This approach was
selected following external procurement and legal advice, recognising the tight timeframes for establishing the Social Investment Fund following its announcement in Budget 2025.
The Minister for Social Investment announced the $190 million Social Investment Fund in May 2025, with clear expectations for rapid implementation and opening by 26 August 2025. Given these delivery requirements and the late confirmation of
funding through Budget 2025, SIA worked with external advisors to identify the most appropriate procurement pathway that would meet both timing requirements and procurement standards.
Planning is underway to open this work to the broader market through a competitive process advertised on GETS, with early 2026 calendar year targeted for release. This ensures the larger market opportunity is preserved while meeting immediate
operational requirements for the Fund's first phases.
