Official Information Act request: Full list of tribunals in New Zealand
Thank you for your email of 4 September 2025 to the Ministry of Justice (the Ministry)
requesting, under the Official Information Act 1982 (the Act), a full list of the tribunals in New
Zealand. Specifically, you requested:
I noted, Chief Justice's 2024 Annual Report
https://www.courtsofnz.govt.nz/publications/judicial-reports/chief-justices-2024-
annual-report
"TRIBUNAL REFORM New Zealanders are more likely to access civil justice through
tribunals than through the courts. More than 50 tribunals exist in New Zealand,
providing a forum for resolution for a wide range of issues, from motor vehicle
disputes to issues with superannuation. The Chief Justice has called for the structural
reforms to tribunals that have been recommended by the Law Commission to be put
into effect. These reforms would provide tribunals with the institutional structure to
ensure independent and effective decision making – a critical requirement for the rule
of law, given the nature and extent of the work before them."
Could you please provide the full list and names of the more than 50 tribunals that
exist in New Zealand?
In response to your request, the Ministry does not hold a full list of the over 50 tribunals in
New Zealand. The Ministry administratively supports 27 tribunals, which can be found listed
on the Ministry website here
: Tribunals | New Zealand Ministry of Justice. The remainder are
supported by other agencies, crown entities or organisations. Your request is therefore
refused under section 18(g)(i) of the Act, as the information requested is not held by the
Ministry and there are no grounds for believing it is held by another agency or Minister
subject to the Act.
The most recent Law Commission papers on Tribunal reform are from 2008 and contain a
full list of tribunals in New Zealand. These documents can be found here
: NZLC-SP20.pdf
and NZLC-IP6.pdf. While this list was accurate at a point in time, due to the length of time
that has passed since these papers were published, they are no longer considered up to
date.

Please note that this response, with your personal details removed, may be published on the
Ministry website at:
Official Information Act responses | New Zealand Ministry of Justice. If you are not satisfied with this response, you have the right to make a complaint to the
Ombudsman under section 28 of the Act. The Office of the Ombudsman may be contacted
