Thank you for your email, received on 31 August 2025, to Oranga Tamariki—Ministry
for Children (Oranga Tamariki) requesting information on internal policies and
procedures and the nature of Fale Andrew Lesā’s relationship with Oranga Tamariki.
Your request has been considered under the Official Information Act 1982 (the Act).
I have addressed each of your questions below.
Fale is an international policy consultant and an experienced director. He was
elected to the Manukau City Council in 2009 and spent the last ten years as
vice chair at Manurewa High School where he piloted the trades academy
scheme.
He is a proud member of the Auckland Conservation Board and the Child &
Youth Mortality Review Committee. He is currently leading a nationwide review
for the Ministry of Health and is a senior advisor to Oranga Tamariki. Fale was
recently appointed to Philanthropy New Zealand after managing a child poverty
initiative with the J R McKenzie Trust.
Could you please confirm whether he has ever held the title of Senior Advisor
to Oranga Tamariki? If not, I would appreciate clarification on the nature of his
relationship with the agency?
There is no record that Fale Andrew Lesā was employed by or contracted to Oranga
Tamariki.
A copy of the internal policies or procedures for addressing instances of
misrepresentation and whether or not, Oranga Tamariki issue warning letters.
Are you open to receiving public complaints regarding misrepresentation?
‘Misrepresentation’ is covered by the Oranga Tamariki anti-fraud policy. Fraud is
defined as any deliberate intention to make gain for oneself or anyone else or inflicting
a loss (or a risk of loss) on another i.e. Oranga Tamariki. This could be through
falsification of any records or documents or obtaining any service(s) and/or failing to
disclose information. The Oranga Tamariki process regarding disciplinary action and

the policy for dealing with detected or suspected fraud and bribery is detailed in
Appendix One.
If so, please advise on the appropriate process, as I would like to lodge a formal
complaint should it be confirmed that he has misrepresented himself.
As above, there is no record that Fale Andrew Lesā was ever employed by or
contracted to Oranga Tamariki.
Oranga Tamariki have several channels where allegations can be made to the Fraud
and Integrity function within the Risk and Internal Assurance Team at Oranga
Tamariki. One of these channels, which is available internally and externally, is an
independently run ‘integrity line’ which can be utilised either through a phone call or a
web-based report which can be anonymous if the person reporting wishes. The

here. Oranga Tamariki may make the information contained in this letter available to the
public by publishing this on our website with your personal details removed.
