Thank you for your request made via email on 9 August 2025 in which you requested the
following:
I am writing to seek clarification regarding a claim made publicly by an individual, Fale
Andrew Lesā, which I came across online and which was reportedly part of his previous
election profile. The statement reads:
"Fale Andrew Lesā is currently a director for the Real Estate Authority, the Ministry of
Education, and the Ministry of Health."
Could you please confirm whether he has ever held a director position with the Real
Estate Authority?
Additionally, I would like to understand your internal policies and procedures for
handling situations where individuals may falsely claim to be a director or employee of
your organization. Specifically:
Does the REA investigate cases where someone is alleged to have misrepresented
themselves as affiliated with your organization?
Do you accept public complaints regarding impersonation or misrepresentation of your
directors or staff?
If so, may I formally suggest that this matter be looked into, given the seriousness of
the claim?
Information being released
We can confirm that Fale Andrew Lesā is not and has never been a director of the Real Estate
Authority. From 1 April 2022 until 3 February 2025, Mr Lesā was a member of Complaints
Assessment Committee (“CAC”) Panel, appointed by the Authority under section 75(1) of the
Real Estate Agents Act 2008. We became aware that Mr Lesā had inaccurately described
himself as a director of REA in 2022 and asked him to immediately correct this in any
publication where this was incorrect.
We have a robust recruitment process for our CAC members, which includes conflict checks,
reference checks, Ministry of Justice checks and interviews.
Appointees are required to comply with REA’s internal policies, including the Fraud and
Corruption Policy. Fraud under that policy includes false misrepresentation. Fraud and
corruption incidents may be investigated under the process in the Fraud and Corruption policy.
In the case of staff, this may be considered to be serious misconduct and investigated pursuant
to REA’s Disciplinary Policy. CAC members are appointed based on suitability. REA can remove
someone from the CAC panel if they are no longer suitable, lack of suitability may include
someone who has made a false representation in their application.
Members of the public can make complaints to REA about REA staff, CAC members or Board
members, and these are managed under our Internal Complaints Policy.
