Background Information
To clarify, we have interpreted your request as seeking information specifically regardin

Grants Subcommittee. Our response
and the spreadsheet provided reflect this interpretation, focusing on the grants formally overseen and
authorised through the Council’s Grant Subcommittee process.

Within each meeting’s agenda and minutes, you’l find a record of how grant applications
were presented, discussed, and decided. These documents outline which grants were
considered, the recommendations made, and the outcomes of committee votes. Reviewing
these provides further information about which grants were awarded, the decision-making
process, and the rationale behind funding al ocations.
Your Request for Information
Provided alongside this response is a spreadsheet titled “Appendix 1”. This spreadsheet details grant
funding payments al ocated by the Council, approved by the Council’s Grants Subcommittee, where
the closing date for applications were January 2021 onwards. This information has been pul ed from a
reporting system used by the Council’s Connected Communities team who record the allocation of
grant funding.
As confirmed within the Grants Subcommittee Terms of Reference and Delegations 2022-2025
here,
these grants include:
• Arts And Culture Fund
• Building Resilience Fund
• Built Heritage Incentive Fund
• Climate and Sustainability Fund
• Heritage Resilience and Regeneration Fund

This part of your request has been refused under section 17(g) of the LGOIMA because the requested
information is not held.

The reporting system used by the Council’s Connected Communities team does contain the following
information:

• Assessor comments
• Moderator comments
• Director comments
• Panel comments
In order to release this, the information wil need to be pulled from our systems, each comment in the
spreadsheet must be reviewed and any necessary redactions carefully applied. Additionally, a peer
review is required to ensure all sensitive data is properly withheld. Since Appendix 1 contains over a
thousand lines of data, this process would require significant time and resources. As a result, the
release of these comments in full has been refused under section 17(f) of the LGOIMA, as fulfil ing
this part of your request would entail substantial research and col ation.
However, I have provided you with a column that provides the grant “Programme” which confirms the
wellbeing areas t
he funds were sourced from. Cross-checking the information within the spreadsheet
provided against these wel being areas wil give you some background as to the purpose of the grant.
Further to this, information within the spreadsheet can be used to source the Grants Subcommittee
meeting the grant was approved in. As mentioned above, reviewing the documents against the
meeting provides further information into the decision-making process and the rationale behind
funding allocations.
Alternatively, you may wish to request comments for a specific applicant provided within Appendix 1
which wil al ow for a more targeted search.
The link above to the Grants Subcommittee Terms of Reference and Delegations 2022-2025 provides
a list of the Elected Members within the Subcommittee who approve the delegation of funds.
