Request for information
Thank you for your Official Information Act 1982 (OIA) request of 5 August 2025, in which you asked:
1. Could you please provide a copy of your current org chart with al your Commissioned Officer
roles and the equivalent non-sworn band, including the names of the people in those roles.
2. Could you please also advise what the current sworn and non-sworn RAT is for each police
district.
Question 1
On 14 August 2025, Police sought refinement of question 1 of your request, advising that while
Police’s organisational chart is readily available for internal Police use, there are approximately
17,000 staff listed in the chart whose names and roles would need to be assessed individual y for
release under the OIA, and this would likely have a significant and unreasonable impact on Police’s
ability to carry out its other operations.
On 21 August 2025, you refined question 1 of your request as fol ows:

For PNHQ and specialist units: the names and titles of all roles at or above the level of
Inspector.

For Districts: the name and rank of the District Commander and Area Commanders.

For Corporate Groups (e.g. Finance, IT etc) - the name and title of the person heading that
group, and the titles of the roles that directly report to them.
Although the original request has been refined, the information requested in relation to names and
titles requested cannot be made available without substantial col ation or research and is therefore
refused under section 18(f) of the OIA.
However, to assist you, please find attached snapshot of Police’s organisation chart indicating the
names and titles of ‘Tier 3’ senior managers and above, as at 13 October 2025. In response to the
part of your request for District and Area Commanders, the information sought Is publicly available on
the Police website, under ‘Police Districts’:

Please note that a selection process for two statutory deputies is currently being run by the Public
Service Commission and is expected to be finalised in early November. The organisation chart
provided reflects the current staffing state with two senior officers relieving in these roles:

Jill Rogers, (Acting) Deputy Commissioner – Northern Districts (Substantive role is
AC Iwi & Community Partnerships).
•
Mike Johnson, (Acting) Deputy Commissioner – Central & Southern Districts
(Substantive role is AC Road Policing and District Support).
Question 2
The Resource Al ocation Target (RAT) for each Police District is split between Constabulary,
Authorised Officers (AO) and Employees. The table enclosed summarises the 2025/26 financial year
RAT by Police District, as at 21 August 2025.
Please note this does not include Service Centre staff based within Police districts or Police National
Headquarters.
