Important information about registering vehicles
Kia ora,
It has come to our attention that some car dealers are registering vehicles in their
own name, which means their customers are not eligible for a rebate.
INFORMATION
Waka Kotahi cannot pay rebates to car buyers when the vechilce has been
registered in the dealer's name first.
Rebates for light electric and plug-in hybrid electric vehicles are only available to
the first registered person in New Zealand.
OFFICIAL
Where a car dealer is the first registered person of a vehicle, which is then sold to
a customer, neither party is eligible for a rebate.
THE
The car buyer is ineligible because they are not the first registered person. The
dealer is ineligible because they did not purchase the vehicle for use as a
company car, demonstration or courtesy vehicle, and cannot on-sell the vehicle
for three months after registration.
UNDER
For your customers to be eligible for the Clean Car Discount, they must be the
first registered person of the vehicle.

The Minister of Transport announced the Clean Car Discount programme
yesterday, which is an important part of the Government’s goal to reduce

A discount, in the form of a rebate, is available from 1 July 2021, to make it easier
to choose to buy zero or low-emission vehicles. Rebates can be applied for on
our website from 1 July after a vehicle is sold and registered.

It is intended that, subject to legislation coming into force, the full Clean Car
Discount programme will take effect from 1 January 2022.

The programme is intended to be cost neutral with fees charged offsetting
discounts given. Buyers purchasing high emission vehicles will pay a higher price
in recognition of the increased environmental and economic costs they are
imposing. The higher the CO2 rating the greater the fee. Buyers choosing zero or

From 2022 there will be a change in our first time registration process of the
MR2A to collect a fee and we will provide more information about this later this
year.
Rebates will be available between 1 July and 31 December 2021. Waka Kotahi

The Clean Car Discount makes it easier to choose to buy an electric or low-emission light vehicle that’s better for
the environment by reducing the cost of new and used fuel-efficient vehicles imported into New Zealand.
A discount in the form of a rebate is available for imported new and used light electric vehicles (EVs) and Plug-in
Hybrid Electric Vehicles (PHEVs) registered between 1 July and 31 December 2021.
