Thank you for your further request of 26 September 2025 to the Ministry of Business, Innovation
and Employment (MBIE) requesting, under the Official Information Act 1982 (the Act), the
following information:
Did MBIE generate any Cabinet papers, briefings, or policy advice to Ministers or Chief
Executives on the topics of smart meter rollout, electromagnetic field (EMF) standards, or
health complaints related to smart meters between 2010 and 2025?
On 26 September we reached out to clarify your request to confirm that your reference to
EMF/Radiofrequency standards was seeking information in so far as the EMF standards relate to
Smart Meters. You responded confirming this part of your request was indeed in relation to
Smart Meters. Thank you for your clarification.
I can confirm MBIE has not produced advice relating to EMF Standards that are specifically
related to Smart Meters.
In terms of your request for advice relating to the Smart Meter Rollout, our initial searches and
consultations had confirmed that this work sits with the Electricity Authority. However, on
review, we have identified one aide memoire from 2016, entitled
update on the smart meter roll
out. I note that this Aide Memoire details a 2010 report from the Electricity Commission (which
preceded the Electricity Authority) to the then Minister of Energy and Resources, Hon Gerry
Brownlee, advising on the regulation of Smart Meters through electricity industry codes (which
are overseen by the Electricity Authority). Furthermore, the aide memoire notes that compliance
with radiation exposure standards are specified by the Ministry of Health and that the emission
levels from these meters had been measured as well within safe levels. You can read Hon Gerry

Minister agrees to
smart meter recommendations | Beehive.govt.nz. I have decided to release the aide memoire referenced above to you, subject to information
being withheld under section 9(2)(a) of the Act, to protect the privacy of natural persons. I do not
believe the public interest outweighs the reasons to withhold this information.
Finally, in relation to your request regarding the health effects of smart meters. As we advised on
29 August 2025, we have identified information relating to the Interagency Committee on the
Health Effects of Non-Ionising Fields from 2015, for which MBIE was a member agency that
participated in the preparation of advice. However, as the Ministry of Health led this committee
and you had already made a request to the Ministry of Health that captured this information a
transfer was deemed unnecessary. I trust the Ministry of Health has fully canvassed your request
in relation to the Committee’s work.
