Thank you for your requests of 2 and 6 August 2025 to the Ministry of Business, Innovation and 
Employment (MBIE) requesting, under the Official Information Act 1982 (the Act), the following 
information (with date and reference added for ease of reference): 
 
2 August - DOIA-REQ-0018800 
 
1.  Any internal briefings or interagency correspondence generated by MBIE between 2010–2025 
regarding smart meter rollout, health risk evaluation, and standards oversight—particularly 
relating to recommendations around lowering NZ’s RFR exposure limits or reviewing 
NZS 2772.1:1999. 
2.  Records of public-sector-funded research grants or funding calls aimed at investigating health 
effects of smart meters or non-thermal EMF exposure, including recipients, abstracts, and final 
reports. 
3.  Any database records or policies establishing how citizen health complaints related to smart 
meters are received, assessed, or escalated, including names of responsible agencies or personnel. 
4.  Any advice papers evaluating cost-benefit or comparative risk analyses of smart meters vs 
alternative metering technologies, with health-related findings or references.

Pursuant to the Official Information Act 1982, I request the following information relating to the 
health and safety aspects of smart (advanced) electricity meters installed in New Zealand: 
Copies of any internal or external risk assessments, health impact evaluations, or public safety 
reviews conducted or commissioned by MBIE since 2010 regarding electromagnetic field (EMF) or 
radiofrequency (RF) exposure from electricity smart meters. 
Any MBIE policy advice, cabinet papers, or regulatory guidance prepared since 2010 relating to: 
•  The rollout or regulatory approval of smart meters, 
•  Consumer health or safety risks associated with smart meters, 
•  EMF compliance standards or public consultation on health impacts. 
Any correspondence between MBIE and the Ministry of Health, Electricity Authority, or WorkSafe 
relating to public health, EMF, or electrical safety concerns connected to smart meters or 
household exposure.

Please find below my Official Information Act request relating to approved smart meter models, 
technical test standards, and recorded incident statistics. This request is made in the public 
interest as part of an active Utilities Disputes complaint (Ref 173878) concerning appliance 
damage and smart meter performance. 
 
Official Information Act Request – Approved Smart Meter Type List, Test Standards, and Fault 
Statistics 
 
Pursuant to the Official Information Act 1982, I request the following information relating to all 
smart electricity meters currently or formerly approved for installation in New Zealand: 
 
1. The complete list of all smart meter models approved for use in NZ from 1 January 2015 to the 
present, including: 
  - Manufacturer name 
  - Model designation 
  - Firmware version(s) approved 
  - Date of approval and, if applicable, withdrawal 
 
2. Copies of all technical specifications, compliance certificates, and test reports held by the 
Authority or MBIE for each approved model, showing: 
- Surge immunity testing (fast transient/burst and surge per IEC 61000‑4‑4, 61000‑4‑5, or 
equivalent) 
- Electromagnetic interference (EMI) emission levels, including conducted and radiated emissions 
- Any high‑frequency transient event immunity testing 
- Testing for compliance with NZS 2772.1:1999 and any supplementary EMF/EMI standards 
 
3. All internal or external correspondence, reports, or minutes discussing whether the above tests 
are mandatory for approval, and whether immunity to “dirty electricity” or conducted transients is 
assessed. 
 
4. Incident/fault statistics held from 1 January 2015 to the present, broken down by meter 
make/model, for: 
 - Reported appliance damage 
 - EMI interference with customer equipment 
 - Meter replacement due to fault or failure 
 
If any part of this information is withheld, please state the exact grounds under the OIA, specify 
the subsection, and explain the public interest test applied under section 9(1). 
 
The Information you have requested relates to a number of agencies. As such, MBIE has consulted the 
Electricity Authority, WorkSafe New Zealand, and the Ministry of Health in relation to potential transfers 
in relation to your requests. 
 
On a search of our records and in consultation with these agencies, I note the only information MBIE has 
identified in scope of your requests relates to the Interagency Committee on the Health Effects of Non-
Ionising Fields in 2015. This work was led by the Ministry of Health. Following consultation with the 
Ministry of Health, MBIE has been advised that the Ministry already has a request that captures this 
information from you.  

 
While I would have transferred your request in so far as it captures this information, I understand that a 
transfer is not needed at this stage. 
 
Further, I understand that requirements for electricity metering are a matter for the Electricity Industry 
Participation Code 2010 for which the Electricity Authority (EA) has responsibility. MBIE has also consulted 
EA, and understands that it too has received a request from you for relevant information, and that as 
such, a transfer to EA is also unnecessary at this time. 
 
Finally, MBIE has consulted WorkSafe New Zealand, and has been advised it can partially accept a transfer 
of your request, in so far as you have requested: 
 
4. Incident/fault statistics held from 1 January 2015 to the present, broken down by meter 
make/model, for: 
  - Reported appliance damage 
  - EMI interference with customer equipment 
  - Meter replacement due to fault or failure 
 
As such, I am writing to advise you that MBIE is partially transferring your request, as it relates to 
documents more closely associated with the functions of WorkSafe. Section 14(b)(ii) of the Act allows me 
to transfer any request that is believed to be more closely aligned with the functions of another 
department, organisation or Minister of the Crown. I am extending the timeframe to transfer this part of 
the request, the reason for the extension is that consultations necessary to make a decision to partially 
transfer your request were such that we were unable to make a decision to transfer within the original 
time limit. 
 
For completeness, MBIE has not identified any further information within scope of your requests.
