Request for information about former Governor 
Thank you for your request to the Reserve Bank of New Zealand – Te Pūtea Matua (RBNZ), made 
under the Official Information Act 1982 (OIA) and dated 24 July 2025. You have requested: 
1.  Treasury have confirmed that Adrian Orr's behaviour was a concern; please provide any 
transcripts of these meeting/s, any fol ow up emails, any contact with the Minister of 
Finance's Office relating to this meeting/s. 

2.  Please provide the resignation letter provided by Mr Orr to the Minister of Finance. 
3.  Please provide any emails or corresspondence internally (including the Board) with staff 

following his resignation. 
4.  Please provide document relating to when plans were put in place to replace Mr Orr with an 
acting Governor and all documents relating to this - including with Treasury, and the 
Minister of Finance's Office.

•  We have scoped this item as emails and correspondence addressed to all RBNZ 
staff in relation to Mr Orr’s resignation and the appointment of a new Governor, as 
opposed to all internal emails and correspondence sent internally following the 
date of Mr Orr’s resignation. Please let us know if we have misunderstood the 
intended scope of your request.  
•  We have redacted phone numbers under s 9(2)(a) of the OIA – to protect privacy. 
4.  The matters you refer to were considered as part of our public release on 11 June. Please 
refer to that release and see also our comments below.

Extension of request 
We are writing to inform you that we need to extend the timeframe to respond to items 1 and 4 of 
your request by 20 working days from the date of this letter, under section 15A(1)(b) of the OIA. 
The extension is required as the consultations that are necessary to make a decision on your 
request are such that a proper response cannot reasonably be made within the original time limit. 
•  The RBNZ published information on 11 June 2025 about the resignation of Mr Orr, at: 
https://www.rbnz.govt.nz/hub/publications/oias/oia-requests-for-information-about-the-
resignation-of-adrian-orr.  
•  The RBNZ’s June 11 response is currently subject to review and investigation by the Office 
of the Ombudsman.  
We aim to provide you with a response as soon as possible, and no later than 18 September 2025.
