Thank you for your email of 23 July 2025 in which you request the following under the
Official Information Act 1982 (OIA):
“Aside from COP, are there any other events for which MFAT publicly calls for
expressions of interest or applications?
If so, could you please provide the names of those events?
Additionally, apart from the Overflow badge process, are there any other channels
through which members of the general public can be invited to or attend events
hosted by the UN or the Commonwealth?”
There are two main avenues through which members of the public may participate in
official international meetings:
• Inclusion on an official New Zealand government delegation, which is subject to
Cabinet procedures and approvals. These procedures govern the inclusion of non-
officials and are outlined in the Cabinet circular CO (00) 14:

• Accreditation through an observer organisation, which is managed by the event
organisers (e.g. the United Nations (UN) or Commonwealth Secretariat) and
involves a separate application process governed by the rules of the relevant
meeting or organisation.
With respect to the UN Climate Change Conference of Parties (COP), the Ministry has
facilitated access for members of the public through a Party Overflow badge process for
the past two years. This process allows individuals to attend the COP venue without
being part of the official New Zealand delegation. It is specific to COP and reflects the
unique access arrangements permitted by the United Nations Framework Convention on
Climate Change (UNFCCC).
For other international meetings, whether or not an expression of interest process is run
to enable partner and stakeholder representation on New Zealand delegations depends
on the ability for non-officials to participate as accredited observers outside the New

Zealand delegation, the level of public interest in the issues and the level of expertise on
the issues likely to be held by New Zealand partners and stakeholders.
Members of the general public are not usually able to attend official meetings at the UN
or Commonwealth but there are some events, which private individuals can attend (e.g.
for a specific cultural event). Registration for these events would be managed by the
relevant international organisation, see for example the UN Geneva website:
