Thank you for your request for information dated 10 July 2025 asking for patronage, revenue, fares 
and subsidies on AT bus, ferry and train.  
1)The patronage data for the unit by month 
 
 Please refer to the spreadsheet tab called “Patronage”. 
This tab displays patronage data based on the AT Hop for Bus and Train services. For Ferry 
services patronage figures are derived from manual counts provided by the ferry operators.  
Ferry services are classified as either Commercial or Gross. Please note that Devonport 
transitioned from a commercial to a Gross service in FY2023. 
During FY24 there was a period when AT HOP was unavailable. As a result, the patronage figures 
for that time were adjusted using historical data to ensure accuracy.  
2) The fare Revenue for the unit by month 
Fare Revenue and NZTA funding are presented across three sheets -one for each mode of 
transport.  
The revenue figures shown relate only to Gross services. AT does not receive information on the 
Commercial/Net Services, nor do the Commercial/Net services receive NZTA Funding. 
Due to Covid-19, Auckland Transport (AT) received additional Government Funding, which is 
shown separately from NZTA funding. 
Due to the way Public Transport (PT) Costs are funded for operations beyond the PT Contracts, 
NZTA funding is received and allocated to Operations and not individual Public Transport 
Operating Model (PTOM) Units. This is shown as Other Operating Others. 
For Ferry Services, the revenue was not allocated by Service until FY21, as such from FY19 & 
FY20 the revenue is al ocated as a lump sum. 
  
  



 
 
3) The data that shows the extent to which the unit is subsidised by month 
 Please refer to our response in question 2.  
 
4) The Commerciality Ratio for the unit by month For any information that cannot be 
provided monthly, then the information provided annually is requested. 
The commercial ratio calculation is not defined. Therefore, this part of your request is refused 
under section 17(e) of the LGOIMA as it does not exist.  
Should you believe that we have not dealt with your request appropriately, you are able to make a 
complaint to the Office of the Ombudsman in accordance with section 27(3) of the LGOIMA Act 
and seek an investigation and review in regard to this matter.
