Thank you for your Of icial Information Act 1982 (OIA) request of 2 July 2025 in which you
sought:
1. Does the minister consider that the government sufficiently funds the Police to staff
all departments to meet their legal obligations?
2. Does the minister consider that a OIA request to Police being overdue by 40 days
is partly due to his reductions in back office staffing demands.
While the OIA enables New Zealanders to request official information from Ministers and
government agencies, it does not require them to respond to hypothetical questions, create
new information or provide opinions.
In this instance, I have determined that both parts of your request seek opinions rather than
official information held by me. Accordingly, I am refusing your request under section 18(g)
of the OIA, as the information is not held by this office, and I have no reason to believe the
information is either held by or closely connected to the functions of another Minister,
department or organisation.
You have the right to ask the Ombudsman to review my decision if you are not satisfied with
my response to your request. Similarly, if you are not satisfied by a response from Police,
you have the right to make a complaint to the Ombudsman. Information about how to make
