Hawkins Hill and Ashton Fitchett Drive electronic gates
user guide.
The Hawkins Hil Road Right of Way (RoW) gate user guide outlines gate operation, the
different ways RoW users can open the gates and what to do in the event of an emergency or
mechanical failure.
Entering Hawkins Hil Road RoW
Both gates have the same opening functions and users have the option of calling the gate to
open it before they arrive, using the PIN pad’s installed at each gate or they can request a
remote control from WCC.
Exiting Hawkins Hil Road RoW
Automatic opening sensors are installed at both gates which open as a vehicle approaches
the gate for ease of exit. Users can also call the gate ahead of time to exit or use a remote
control.
The Ashton Fitchett gate is open to the public between the following hours:
Summer
07:00 hrs – 20:00 hrs
1 October – 31 March.
Winter
08:00 hrs – 17:00 hrs
1 April – 30 September.
Contacting WCC
WCC provide a 24 hour on-call service to the gate in the event of mechanical failure.
If there is an urgent issue with either gate, please call the WCC Contact Centre
on 04 4994444 and ask for the on-call Ranger.
For all other general enquires or to report non urgent issues about the gates please email
hawkinshil @wcc.govt.nz
WCC wil hold a primary communications list containing email addresses of Landowners for
the purpose of informing RoW users of PIN changes and other relevant information relating to
the RoW.
It is the responsibility of all Landowners and businesses to pass on information to other
potential authorised users (e.g. children, tenants, and customers).

Emergency access and mechanical issues
Emergency services have their own PIN code, dial up access and can gain access remotely
by calling the WCC Contact Centre.
Power failure
Both gates are equipped with batteries and can operate for 24 hours without mains power. In
the event of a prolonged power cut the gates wil automatically open when the reserve power
is low, and it wil remain open until mains power resumes.
Mechanical failure
In the event of mechanical failure, both gates can be manually overridden, and the on-cal
ranger wil open the gate leaving them open until the issue is resolved.
In the event of an emergency and the gate has failed the on-call ranger can provide you with
the code to the combination padlock so you can manually open the gate. Instructions on how
to do this are inside both gate motors and the area Ranger can show you how to operate this
at any time.

Gate Cameras
Cameras are installed at both gates to aid WCC, and its contractors, in responding to issues
promptly and to monitor any problems.
Remotely opening the gates
Opening either electronic gate on Hawkins Hil Road RoW can be done using a cell phone or
by using the pin pads at both gates or by remote control. The allocation of individual PIN’s or
number of telephone numbers assigned to the gates varies depending on the RoW user and
is outlined below.
PIN pad access
PIN pads are located at each gate positioned so drivers do not need to exit their vehicle.
• One PIN number can be allocated to each lot/title landowner which works on both
gates.
• Landowners can provide access to any visitors or contractors whom they permit to
access to their properties by dialling the gate or giving them the casual visitor PIN
number.
• Landowners can contact WCC to request a personal PIN code change.

The casual visitor PIN code wil be changed by WCC every six months (or as required) and
notice wil be given five working days prior to that change.
If there are any issue with your PIN number please email
hawkinshil @wcc.govt.nz. Changes
to PIN Numbers can take up to five working days.
Direct dial (telephone) access
To register a telephone number with both gates please contact WCC with the following
information sending it to
hawkinshil @wcc.govt.nz
• Telephone number.
• Full name.
• Current address.
• The lot number that the access is associated with.
Limits on the number of telephone numbers Landowners can have registered are detailed
below.
• Landowners of single lots, without dwellings, can apply for two dial-up numbers per
owner.
• When consented dwellings are built, up to eight dial-up numbers can be allocated to
the property owner.
• Landowners of multiple properties are allocated two numbers per owner for bare lots.
• Where a Landowner has tenants in a consented dwelling, dial up access can be
transferred to those tenants for the duration of their tenancy which is deducted from
the landowner's original allocation.
• WCC may provide access for additional dial up numbers on a case-by-case basis
where there is a justifiable reason for access outside of the above considerations.
Please inform WCC of any changes to dial ups, cell numbers and emails to
hawkinshil @wcc.govt.nz. Dial up changes can take up to five working days.
Remote Controls
Landowners are able to purchase a remote control which opens both the Ashton Fitchett and
Hawkins Hil gates. The current cost of a remote is $120.00 (remote unit, programming,
admin). If a replacement remote is required, these wil need to be purchased. Remotes can
be paid for and picked up from the WCC PSR depot @ 113 Russell Tce, Newtown, Mon -Fri
between 0900-1500 hrs. Please contac

purchase one.
Commercial users
If not Landowners, commercial business can be allocated four dial-up numbers. Additional cel
numbers can be added for $50 per number on a case-by-case basis.
