“1. Copies of documents describing the selection criteria or framework used to
determine the 2025 proposed role changes or disestablishments.
2. Copies of any internal or external advice received (e.g. legal, HR, or strategic)
in relation to the 2025 restructure.
3. Any financial model ing, cost-benefit analysis, or savings forecasts prepared
to support the proposed restructure in 2025.
4. Any internal audit reports, reviews, or risk assessments related to financial
governance or restructure planning over the last 3 years.
5. Documentation relating to previous restructures or financial reviews in the
past five years, particularly where issues of overspending, audit
recommendations, or financial mismanagement were raised.
6. Documents relating to any reviews or evaluations undertaken to assess the
effectiveness or efficiency of the leadership structure.
7. Vacancy rates for frontline positions, including investigators and complaints
assessors over the past 3 years.
8. A breakdown of total annual expenditure over the past 3–5 years,
segmented by: A. Rights promotion (e.g. education campaigns, outreach,
public engagement, communications) B. Complaints resolution or
investigations.”

Refusal of aspect of request
We are refusing this aspect of your request under section 18(a) of the Official
Information Act by virtue of section 9 of the Official Information Act as the information
is:
personal information about other individuals pursuant to section 9(2)(a) of the
Official Information Act in order to protect their privacy.
Confidential information pursuant to section 9(2)(ba) of the Official
Information Act in order to protect information which is subject to an
obligation of confidence.
Legal advice pursuant to section 9(2)(h) of the Official Information Act in order
to maintain legal professional privilege.
In relation to the information withheld, we are of the view that the reasons outlined
above are not outweighed by other considerations that render it desirable, in the
public interest, to make this information available.

‘financial information system and controls’ have been consistently rated at ‘Very
good’, which is the highest grade:
