Thank you for your request made under the Official Information Act, received on
11 June 2025. You requested:
all correspondence between The Treasury and Transpower NZ Ltd (including, but
not limited to, communications with the Chief Executive, GM People, General
Counsel & Company Secretary, Head of Health and Safety, and Senior Principal
Engineer) involving any and all matters pertaining to or associated with the
subject of COVID-19 during the period from 1 January 2021 to 30 June 2022.
Your request captures a broad scope of correspondence covering one and a half years
of communications between the Treasury and Transpower NZ Ltd as many documents
mention COVID-19. Therefore, your request as originally scoped would require
substantial manual collation.
On 23 June 2025, a Treasury official contacted you to seek refinement of your request
to narrow its scope. This was followed by a further email from the Treasury on 26 June
2025 to follow up on this matter.
As we have not received a response from you, we have proceeded with an
interpretation of your request based on our previous suggestion on 23 June 2024. The
interpretation limits correspondence to that specifically related to the subject of COVID-
19, such as COVID-19 processes and policies, or the impacts of COVID-19 on
business operations and procedures. We are excluding information where COVID-19 is
not the primary subject of correspondence.
Given this interpretation stil includes a material amount of information, I have decided
under section 15A of the Of icial Information Act to extend the time limit for deciding on
the request by an additional 20 working days. The new due date for responding to your
request is 7 August 2025.
The extension is required because your request necessitates a search through a large
quantity of information, and consultations are needed before a decision can be made
on your request.
This extension will also apply to the time limit for transferring your request, should this
become relevant.
